O evento foi promovido pelo sindicato aeroagr\u00edcola e pelo Instituto Brasileiro da Avia\u00e7\u00e3o Agr\u00edcola (Ibravag) e contou com a participa\u00e7\u00e3o direta (via plataforma Zoom) de cerca de 60 pessoas, entre operadores e fabricantes de drones, al\u00e9m de pilotos e instrutores de voo remoto, operadores aeroagr\u00edcolas, assessores e dirigentes do Sindag. Outros cerca de 130 profissionais acompanharam a discuss\u00e3o em tempo real no YouTube.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; color: #000000;\">Um dos resultados imediatos do encontro foi o start na elabora\u00e7\u00e3o do planejamento estrat\u00e9gico para o segmento, no \u00e2mbito das duas entidades aeroagr\u00edcolas. Neste caso, a tarefa est\u00e1 sendo coordenada pelo secret\u00e1rio executivo do Sindag, J\u00fanior Oliveira. Ele explicou aos participantes da live o question\u00e1rio a ser respondido pelo grupo e que foi enviado tamb\u00e9m a outras empresas do setor de aeronaves remotas no trato de lavouras. A expectativa \u00e9 que a entidade receba nesta semana as respostas da pesquisa. Seu objetivo \u00e9 captar da maneira mais precisa poss\u00edvel o cen\u00e1rio sobre as principais demandas o setor e alinhar a\u00e7\u00f5es e objetivos para os pr\u00f3ximos anos. Isso al\u00e9m de avaliar pontos fracos e fortes da ferramenta, entre outros fatores que ajudar\u00e3o a projetar cen\u00e1rios e a\u00e7\u00f5es institucionais para os pr\u00f3ximos anos.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; color: #000000;\">Essa articula\u00e7\u00e3o vem em um momento crucial para o setor, j\u00e1 que o Minist\u00e9rio da Agricultura deve publicar em setembro a Instru\u00e7\u00e3o Normativa (IN) regulamentando o uso agr\u00edcola das chamadas aeronaves remotamente pilotadas (ARP, ou RPA, na sigla em ingl\u00eas). Al\u00e9m disso, a Ag\u00eancia Nacional de Avia\u00e7\u00e3o Civil (Anac) encerrou no dia 25 a consulta p\u00fablica para simplificar as exig\u00eancias para uso aeroagr\u00edcola dos RPAs das Classes 2 e 3. Neste caso, mexendo no Regulamento Brasileiro de Avia\u00e7\u00e3o Civil Especial (RBAC-E 94\/2017). Para os drones Classe 3 (peso total de decolagem menor que 25 kg) o foco do \u00f3rg\u00e3o \u00e9 facilitar, em lavouras, as opera\u00e7\u00f5es al\u00e9m do alcance visual (BVLOS) ou acima de 400 p\u00e9s (pouco mais de 120 metros) de altura. J\u00e1 na Classe 2 (entre 25 kg e 150 kg), a inten\u00e7\u00e3o \u00e9 direcionar a obrigatoriedade do registro de cada aparelho apenas do Sistema de Aeronaves N\u00e3o Tripuladas (Sisant). E n\u00e3o mais no Registro Aeron\u00e1utico Brasileiro (RAB), onde as exig\u00eancias s\u00e3o similares a dos avi\u00f5es.<\/span><\/p>\n<p><strong><span style=\"font-family: arial, helvetica, sans-serif; color: #000000;\">CHECKLIST, OFICINAS PARA GESTORES E OUTROS SERVI\u00c7OS<\/span><\/strong><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; color: #000000;\">Outra novidade foi anunciada pelo secret\u00e1rio-executivo do Sindag, Gabriel Colle. Ele explicou que o sindicato aeroagr\u00edcola criou um atendimento espec\u00edfico para operadores de drones. Entre as vantagens oferecidas est\u00e3o um checklist de documentos exigidos para atuar com a ferramenta, condi\u00e7\u00f5es especiais para participar do Congresso da Avia\u00e7\u00e3o agr\u00edcola 2022 \u2013 <em>marcado para 19 a 21 de julho<\/em>, em Sert\u00e3ozinho\/SP, al\u00e9m de oficinas e cursos sobre planejamento estrat\u00e9gico, gest\u00e3o de custos, reuni\u00f5es mensais sobre boas pr\u00e1ticas operacionais e encontros bimensais para atualiza\u00e7\u00f5es sobre o setor. \u201cEstamos criando um ecossistema para desenvolver o segmento, abordando tamb\u00e9m seguros, financiamentos, cons\u00f3rcios e outras informa\u00e7\u00f5es. Al\u00e9m disso, temos esse papel de articula\u00e7\u00e3o com \u00f3rg\u00e3os de governo, entidades do setor produtivo e outras representa\u00e7\u00f5es\u201d, ressaltou Colle, lembrando que o Sindag integra atualmente 21 comiss\u00f5es e c\u00e2maras setoriais e possui 123 parceiros estrat\u00e9gicos em todo Pa\u00eds. \u00a0<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; color: #000000;\">A parte de regula\u00e7\u00e3o foi apresentada pela coordenadora do Sistema de Documenta\u00e7\u00e3o da Avia\u00e7\u00e3o Agr\u00edcola (Sisvag \u2013 do Sindag e Ibravag), Cl\u00e9ria Mossmann. Ela falou sobre as exig\u00eancias legais para opera\u00e7\u00f5es com drones em lavouras e abrangeu tamb\u00e9m a minuta apresentada pelo Minist\u00e9rio da Agricultura sobre a IN dos Drones. O regramento que est\u00e1 para ser publicado pelo \u00f3rg\u00e3o abrange requisitos para registro dos operadores, normas de trabalho para os RPAs no trato de lavouras e o registro de suas opera\u00e7\u00f5es junto ao Sistema Integrado de Produtos e Estabelecimentos Agropecu\u00e1rios (Sipeagro). Cl\u00e9ria abordou ainda o processo para registro de uma empresa aeroagr\u00edcola junto \u00e0 Anac e lembrou que, al\u00e9m das exig\u00eancias j\u00e1 incidentes sobre o equipamento de voo, a opera\u00e7\u00e3o com produtos fitossanit\u00e1rios prev\u00ea tamb\u00e9m o cumprimento de normas do Ibama, dos \u00f3rg\u00e3os ambientais e de defesa sanit\u00e1ria dos Estados, al\u00e9m dos conselhos de Engenharia e Agronomia (Crea) e dos T\u00e9cnicos Agr\u00edcolas (CFTA). Sem esquecer dos regulamentos de Medicina e Seguran\u00e7a do Trabalho. \u00a0\u00a0<\/span><\/p>\n<p><strong><span style=\"font-family: arial, helvetica, sans-serif; color: #000000;\">N\u00c3O PODE SER \u201cDRONEIRO\u201d<\/span><\/strong><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; color: #000000;\">Conforme o diretor da empresa SkyDrones Tecnologia Avi\u00f4nica, Ulf Bogdawa \u2013 de Porto Alegre, o regramento atual da Anac permite operar em lavouras, no Brasil, apenas drones Classe 3. Para os drones Classe 2, \u00e9 exigido, por exemplo que os aparelhos sejam homologados junto ao RAB. \u201cE n\u00e3o h\u00e1 hoje nenhum drone de uso agr\u00edcola homologado no \u00f3rg\u00e3o\u201d, esclarece. Lembrando ainda que, para Classe 1 (aparelhos com mais de 150 quilos de peso total) o regramento \u00e9 praticamente o mesmo de avi\u00f5es (tamb\u00e9m exigindo homologa\u00e7\u00e3o). \u201cNo quesito peso total, entenda-se o peso do drone com as baterias e somado \u00e0 sua capacidade de carga especificada no projeto. Assim, n\u00e3o adianta ter um drone mais pesado e dizer que est\u00e1 decolando com menos carga para n\u00e3o extrapolar o limite.\u201d Associada ao Sindag desde 2017, a SkyDrones foi provavelmente a primeira empresa do setor associada a uma entidade da avia\u00e7\u00e3o agr\u00edcola.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; color: #000000;\">J\u00e1 o empres\u00e1rio Andrei Mori, da Smart Drones (situada em Cascavel\/PR), refor\u00e7ou que a tecnologia requer muita qualifica\u00e7\u00e3o dos profissionais que atuam com ela. \u201cN\u00e3o pode ser um \u2018droneiro\u2019. O equipamento \u00e9 eficiente, pr\u00e1tico, seguro e sustent\u00e1vel, mas \u00e9 preciso exigir responsabilidade t\u00e9cnica.\u201d Sobre os desafios para o setor, ele pontuou algumas necessidades que ainda devem ser superadas pelas ind\u00fastrias e precisar\u00e3o ser trabalhadas pelo segmento junto aos \u00f3rg\u00e3os reguladores. She spoked about the legal requirements for operations with drones in crops and about the draft presented by the Brazilian Ministry of Agriculture on the new rules of agricultural UAVs.
